if you don't have a ton of files yet, for example, if this is your first PC, you may want to consider buying a 240 gb SSD and once that fills up you can add a mass storage drive. It is much easier to add a mass storage drive down the line then to move a windows installation to an SSD down the line.

Broke 14 Year old + No job + Love for Technology = Bad combo :(

You don't say what the person is using the computer for, but if they're never upgrading then it's probably basic surfing and spreadsheets.  So based on that, you're aiming for a low-end, super basic "future-proofed" pc.  

Ranked the most important parts are:

  1. SSD
  2. Monitor
  3. CPU (Ryzen is exploding the market so prob worth it to wait)
  4. RAM (b/c Chrome and millions of tabs)
  5. Keyboard and mouse
  6. PSU
  7. Case
  8. GPU if any
