I would classify it as any PC that was built and is used for gaming.

 

Others might classify as any PC with a dedicated graphics card.

 

Other people might classify it as any PC that can run modern games.

Consoles are a market. For all those dumbbutt kids who have nothing else better to do with their lives. They buy every new console and spend 80 bucks on each game. they don't really care if runs good or not. Most people who use a Console don't even know what a graphics card is. But a 100 dollar pc against the latest consoles... no way... Consoles aren't that bad...
