computer with 2 GB of VRAM and a quad core 16GB RAM with 1TB of memory. Just needs to run basic editing programs and some games off steam,

don't need monitor keyboard mouse or Windows I have those.

 

budget is around 400$ usd IF possible. Doesn't need to be skylake or kaby if that cuts costs, any build ideas?

Yeah I feel you it's not for me or else I would, I found some  builds with 8gbs but my friend insists on 16 for some reason.

any dell hp or acer computer with a 2nd - 6th gen processor should be good - buy some ram to upgrade if they don't have 16gb in it, and buy a 1050ti or rx460

RX 470 is double as good as the RX 460 and only like 50% more expensive

Sometimes the PSU has an extra 6-pin, if so, then he should definitely get a 470.

otherwise, buying a $40 PSU basically makes the RX 470 not really worth

Thats is the better choice. While the price of the mobo makes it seem cheap, but after reading the reviews I can see its a very good mobo and even comes with a UEFI.
