Please explain?? Intel stock coolers are garbage, may not need more cooling but the sound is awful in ANY build. And why not a Samsung SSD?

Why spend extra 20-30 dollars so you can get a maybe quieter sound? At idle it doesn't sound that loud like people like to exaggerate. And at load it doesn't sound bad too and most people game with a headphone. 

 

Why not Samsung SSD? They are overpriced. Sure they are great but you can get more storage for same price

The sound is not exaggerated on stock coolers, my machine with a 6600k as well as my machine with a g4400 were super loud before I upgraded to that cooler, if someone wants a quieter pc but doesn't need crazy amounts of cooling, the hyper 212 is a great buy, there is a reason it is so popular. looks better too imo.

 

Samsung SSD's are well worth the cost. Read/write speeds are better than most ssd's and they are very reliable, Especially if he is willing to pay for it.. I just don't understand.

I used stock cooling all the time and seriously they're not that loud. It has improved a lot over the past 20 years.

Both of mine were terrible, I don't use headphones and when gaming they were very loud.

I don't understand what you mean by that, the sound was gone when I replaced the cooler, If I lowered the RPM on the fan, the temps went up to high.

Need to make sure pwm is enabled and your prefer fan profile is set. On Asus boards, it's either optimized, silent, or performance.

CM 212 Evo at max rpm is loud 2000rpm or 1600rpm for EU.
