CPU Temps Issue

I just recently built a fully new pc. The cpu is an AMD Athlon X4 760k, the ram is 1x8gb Kingston 1333mhz, the graphics card is a 1050Ti, motherboard is an Asrock fm2a88x-itx+, power supply is EVGA 500w 80+, cooler is a hyper 212 evo. I started monitoring temps of everything this morning and noticed that under load the cpu ran at 4ghz at 25-30 degrees, but when idling it ran at 1.5ghz at about 60 degrees. I have since disabled the features that dropped the clock speed so its locked at 4ghz but under load it still hits 25 degrees and 55 while idle. I'm not on the latest bios because I'm not fully comfortable with updating it, but is there a fix that wouldn't involve updating the bios? If any fix. Thanks for the help

Overdrive displays the Thermal Margin, which means higher is better :D

Np. If you want actual CPU temps, use CoreTemp
