Help game downloading slow

I live in California and im trying to downlaod Gta 5 on steam, but its moving from 4 hours back to 5 over and over. What should I set my server to ?

many CA servers be more specific. 

Good luck, Have fun, Build PC, and have a last gen console for use once a year. I should answer most of the time between 9 to 3 PST
