i5 750 liquid cooling

Is the space in your case very limited or something? Because a 120mm AIO isn't much better than something like a Hyper 212, so probably stick to a Hyper 212 or GAMMAX 300

Maybe just upgrade the fan to like a Fractal Venturi HP-14 for better air pressure on it

Whether or not you're going to get to 4 GHz probably has as much to do with how lucky you were with your silicon as it does with your cooling.

 

Here's an article from 2009 where the writers were able to reach upwards of 4.2 GHz with an aftermarket air cooler:

I don't think its worth it to watercool such a low end chip tbh. Better to just save up for upgrade imo. You won't have any problems with temps if you decide to get it anyway. As for overclocking idk what you will be able to achieve.
