no screen tearing but slightly more input lag. you should decide what is more important to you, smooth gameplay or a slight delay in movements being displayed to your monitor.

I turn it on unless my system can't reach 60fps. I hate screen tearing, and I don't notice input lag.

For slow people games you can have it on. For anything that requires fast movement and thinking have it off. Never have it on in an fps game unless it's synced very very high.
