That isn't a great CPU so I wouldn't expect it to run very well anyways.

the point is that it's not running at 100%, so OP is getting 40% of an already bad CPU.

This is Thermal Margin. This means that the CPU temperature is 7C lower than the temperature at which the CPU starts Thermal Throttling...

@PolwskiPL Replace the Thermal Compound and this should fix the issue...

Hmm.... Make sure that you have max CPU usage set to 100% in the Power Plan settings in the control panel...

Don't run your games in Windowed Mode.

USE FULL SCREEN.

 

Speccy is not reading the temperature value properly for AM3+ CPUs (like other programs).

Try HWMonitor instead, or AIDA64, and take a screenshot.

For HWMonitor, you want to be looking at the 'Temperatures' section, NOT 'AMD FX-4300' >> 'Temperatures' >> 'Package.'

Depending on the motherboard that you have, and how HWMonitor picks it up, it may ACTUALLY show up as  "CPU", otherwise, it can be "TMPIN0" or "TMPIN1", etc.

Run your games using FULL SCREEN. Stop using Windowed Mode.

 

HWMonitor has

  • (Current) Value,
  • Min and,
  • Max.

You can see if your CPU speed goes higher than 1400 MHz there.

Just run your game normally, and exit out of it...or ALT + Tab out.

  • 1.4Ghz is power saving clocks. It is normal at idle. If you see the same at load, it is not running at the correct speed.
  • CPU usage won't be 100% unless you use all 4 cores. For games, that depends on the game. A game maxing out 2 cores will show 50% CPU usage, and the two idle cores can do nothing to improve performance.
  • Builtin temp sensors in FX chips are useless at low temperatures/laod. You can see any random low number while idle. Under load the readings become more reliable. You can always use the socket sensor, which is typically a little higher than the builtin sensor (it is one of the motherboard's temps in HWmonitor).
  • Task manager in Windows 10 is known to show wrong CPU data in some cases. I don't know if it's a task manager issue and other programs will report correctly, or a Win 10 issue that prevents correct measurements. But I belive it's the former, i.e., you can trust HWmonitor.
  • In your last screenshot, you show 100% utilization in all cores with clocks at 1.4, which means that your problem lies with the CPU running at the wrong clocks. You need to double-check your BIOS settings, make sure no OC option remains. Safer route would be to load BIOS defaults, then change CPU-unrelated things you may have changed again.
  • If after doing that the problem persists, it could be CPU throttling. If not temperatures (doesn't seem to be the case), it could be caused by problems with power delivery from the motherboard to the CPU.
