Okay well, my pc has gotten to the point where its super loud, and hot. I don't know if it's because of the exhaust fans or what, i have a corsair h100i gtx AIO water cooling, and i have 3 other fans, but the p.c gets really loud and hot. I also have a Phanteks Enthoo Pro Series PH-ES614P_BK Black Steel , here's a link to it

When's the last time you gave the PC a good, thorough cleaning, including dusting like crazy and exposing the CPU so you can change the thermal paste?

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

A good great cleaning, yesterday, i actually repositioned most of the fans and stuff, and for the thermal paste change, it wasn't too long ago, probably like a month, why are the temperature bad?

What voltage do you have your overclock set to?

They're not great. The 57C on core 3 when compared to 40's C on the other cores (which makes sense if you live in a warm climate) makes me think that you didn't use enough thermal paste when you cleaned up the PC last time. That or the pump on your cooler is dying, but 2,900 RPM isn't what I'd consider dying.

I'll apply thermal paste once more tomorrow, do you recommend i should go with a negative air pressure? Cause i do live in Texas so it is extremely hot

Air pressure has nothing to do with it. I lived in Dallas for a few months and never had idle temps like that on my 4790K.
