Possible to run 16:9 resolutions on 21:9 monitor while still being fullscreen and not stretching image?

What I want is to force it to run in 16:9 mode and just add black bars to the sides. Is it possible to do? (I don't mean in a game-by-game basis based on in-game support, I mean a way to universally force 16:9 in any fullscreen application.
Just go to NVIDIA control panel, and change the scaling mode to "maintain aspect ratio", and set it to perform scaling on the GPU, not the display.
