Possible to run 16:9 resolutions on 21:9 monitor while still being fullscreen and not stretching image?

I tried the other day but it ended up just stretching the image to 21:9 in fullscreen. The only way I found to use a 16:9 resolution is to do windowed/borderless but then it has the desktop in the background and lack of vsync + slight performance loss from not being dedicated fullscreen.

 

What I want is to force it to run in 16:9 mode and just add black bars to the sides. Is it possible to do? (I don't mean in a game-by-game basis based on in-game support, I mean a way to universally force 16:9 in any fullscreen application.

Pick one, you can't have both. Your monitor might have an option to run some things in 16:9 but that might be a blanket option for the screen and not for specific content.

Nvidia Control Panel > Image size and position

there should be an option for scaling

Reduce the length to 1920 and keep the height at 1080 for 16:9.

To add, you want the GPU to scale, either using "Keep aspect ratio" or using a 1:1 method, if you don't want it to look blurry.

Just go to NVIDIA control panel, and change the scaling mode to "maintain aspect ratio", and set it to perform scaling on the GPU, not the display.
