is used fine? you can do decently with new but used would get you better 

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

I guess i can do used / new

 

I seen a pc on ebay for $130 has i5 650 3.20 ghz i believe? "Dell Optiplex" would it be better to upgrade that

thats a pretty good CPU for budget gameing, i would get something like that and throw in either whatever the best used GPU you can(you can probably get a used RX480, GTX 970 or GTX 780TI for that) or throw in an GTX1050/RX470/GTX 1050TI depending on the PSU

full specs of that machine from what i remember:

I5 680(just the 650 with the clock bumped up, you can overclock all Intel Core I first get CPUs so thats no problem)

GTX 660

WD Raptor X 150GB HDD

4GB 1600MHz DDR3

what gpu do you pair it with? cause my HD 4400 with intel i5 4460 seems not wanting to do it good enough. (I recall 40ish on medium/high)

I think the above I showed can do for the price given if you want to buy new. 

Look up some  used 2nd/3rd gen i5 or i3 with a gpu or find one without gpu and add one
