if you got nothing in the way that may stop air you´ll be fine with "standard" airflow "AF-fans" otherwise you can go for static pressure "SP-Fans"

ek vardar, noctua, bequiet and many other brands manufacture good and "silent" fans

If the front intake is unrestricted a high airflow fan like the AF model from Corsair is good. If restricted then their SP with more CFM is good.

Good brands. Corsair and Noctua, reason, reliable i my experience

But most importantly is that it is quiet

The cpu fan should blow air towards the back of the case. The gpu probably blows air upwards. The way your current cpu fan is setup is counter productive as you'd just have fans blowing air into each other and air wouldn't be flowing properly

Get 2 Noctua 120mm fans. https://www.newegg.com/Product/Product.aspx?Item=N82E16835608026&cm_re=120mm_noctua-_-35-608-026-_-Product

cant, my case can only have 2 more. i just want 2 fans that can run at least 1300rpm
note: i do not care about the noise.

1500RPM, but 1200RPM with low noise adapter. Look up Noctua fans if you like, they are the best of the best.

Not if you use the low noise adapter first.

Yes, you have a choice. Without the adapter it is 1500rpm and with the low noise adapter it is 1200rpm. If you put molex to fan header without the low noise adapter or to the motherboard itself if will run at 1500rpm, with the low noise adapter to molex or to motherboard it will run at 1200rpm.
