Well there is normal and high altitude mode, and high altitude is about twice the RPM. And im at a really high altitude

I know it's probably for moving more air, but if air is lacking up there to warrant that, then I would muse that means less sound too... Either way, removing the filter won't really help with noise.

i Mean the fans will have less restriction therefore I can tun them at lower RPM for the same cooling

Unless it's a really thick HEPA quality filter, it's not going to hinder airflow that much to matter.
