Are the fans spinning on it when the PC is turned on?

Have you tried using a different PCI-e slot?

Are you able to test it on another computer to make sure the card itself is fine?

Even if it's a friends computer you need to make sure it's not the card that is the issue.

If it's not the GPU then it's the motherboard, did you try putting the 970 in this motherboard to confirm?

I'd stick with GPUs that you have confirmed presently work. We're trying to eliminate unknowns after all lol

Sounds like something is definitely wrong with the PCI-e slot then unfortunately if multiple known good GPUs aren't working in it.

Sorry, didn't see that previous post. Can you try it with your 700W power supply? The 500W one you posted is sketchy at best.

I would try running DDU to completely wipe out any remaining drivers if you haven't already.  Also maybe it needs a bios update.  Some OEM boards' pci-e slots don't supply enough power for high end video cards tho.

i tried to update the bios twice and there seems to be no difference and there's no bios updates for windows 10

Try whatever bios is available for 64 bit Windows 7 or 8 (if you're using 64 bit OS).  Actual support for your desktop probably ended well before Windows 10 was released which is why that's the case.

 Gt 9500 gt + 500 watt = boot

HD 5450 + 500 watt = boot

r7 250 + 500 watt = fans spin and the tv/montior seem to detect it thought but can't display (vga to motherboard make's it boot)

gtx 970 + 700 watt =  the tv/montior seem to detect it thought but can't display (vga to motherboard make's it boot)
