Yes, they always overestimate the power requirement to account for all the crappy chinese PSUs that are rated by peak output rather than continuous.

Power supply calculators try to be safe so those people with bad PSUs won't have their PC explode.

To see the real power consumption of your components you need to use a wattage meter or go to google and look up power consumption benchmarks using similar hardware.

I think the "estimated wattage" box on PCPP is pretty accurate.
