My friend has a $400 budget, He mostly plays W.O.W and League. How will this build perform for him?

Decent for Warcraft (High-ish settings), no idea for League

i'm not sure if that psu is a time bom. eventhough you already have it (i think), you may want to look for a better one.

I can tell you for sure that WoW will have stuttering out the ass with that CPU. I would get an i3 at minimum and work the budget around that.

it'll be fine for those as they changed around league so that it could run on a wider range of machines while at the same time looking better for those who've been around a while as the map is basically a painted backdrop. not sure about PSU

if you want to find a good psu, check this and look for tier 3 or higher.

This build is actually overkill for something like WOW or League of Legends because both the GPU and CPU Have High clock speeds and the memory for the GPU will allow you to play in ultra or high at least. If you aren't sure, check out http://www.game-debate.com/can-I-run/?EA They can check what parts can run certain games.

I recommended waiting, but the laptop hes playing on is dying so he needs this out of necessity.

He's also not very tech savvy so he wont need to overclock anything. 

 

You could go used to save a buck or more performance per dollar, I would recommend a Kabylake pentium, 2c 4t as the single core is considerably higher, and I'm fairly certain those games don't use more than one core, so the dying socket with the already shit single threaded performance may make performance worse

It's underpowered for both of those games, actually. Both of those games are more CPU bound and the 4350 is a terrible CPU today.
