It will not damage the CPU per say but will reduce overall lifespan but it's not something really of concern unless you are doing extreme overclocking. The point where degradation occurs your CPU will already become obsolete, and with reasonably safe voltages and temps there isn't much to worry about.

Yes it can really lower the lifespan of your cpu even if your temps are fine. that's why people say stay below 1.4v on skylake/kabylake without mentioning thermals.

It's somewhat trial and error testing to dial in your CPU overclock but usually basing it on common overclocks for that CPU aiming about 20% lower is a good starting point.
