for a psu? not more then $150

 SeaSonic Platinum 400W would be a good choice for psu, highest tier and fanless 

Edit if you plan to upgrade i would go with a bit higher wattage.

Check out Seasonic PSUs. They are good and you can probably get one in the 850w range for your budget. (IIRC, Seasonic makes PSUs for companies like EVGA and Corsair.)

too small for his build i would give him bit of a headroom.

Corsair AX760, AX860 and their i-series both have two 8-pin EPS connectors. I have both so can confirm it. Most likely the more powerful ones too.

You can also look up the specs and/or reviews of different power supplies to check how many cables they contain.

EVGA's GS and G2 line have multi-CPU support through one cable. I know my 550GS has a dual 8-pin CPU cable that should work fine for your system.
