What's Seagate Barracuda RPM?

The old barracuda used to have 7200 rpm, but newer Desktop drive and new Barracuda are questionable because it doesn't appear on any manual. 

and 4TB ver. is somewhat slower than 3TB on the paper so it could be 5900 rpm instead of 7200?

Might be but maybe the reason it's slower is because of the bigger size? 

"May your frame rates be high and your temperatures low"

I misread titles/posts way too often--correct me if I don't.

What is the full model name of the drive?

If it's ST4000DM000 it's 5900RPM, but if it's ST4000DM005 (from the compute guardians series) then it's 7200RPM.
