USB Partition?

Hello, I want to dual boot windows and linux but had a question. Would it be possible to either use one single usb as the bootloader and partition or could I use a smaller usb as a bootloader and the larger as a partiton, Rather then using a hdd partition. Would doing either, if possible, make it "safer" incase something happens I'd have less of a risk of screwing up my windows and the files on it.
