Is This Blower Safe for Cleaning Computers?

So my pc is slowing and I realized there's dusty fluff inside my case, I found this blower for under 20$US I'm asking if this blower safe? The description says that this is for electronics I'm questioning is this safe bcs it cost under 20$ and people says these can cost for 60$+

 

Unfortunately I don't have anymore information about this except what I wrote above and the picture

I've used a hair dryer set to cold before to clear mine and nothings broke or stopped working, so I'm sure this would be fine.

Better off going to harbor frieght and getting a small compressor for 20-30 bucks.
