i5 4690k running 90-180 fps in CS:GO. Help!

This has been a huge problem for me recently. I am a competitive player and ever since all the updates, I've had my frames go down like 50 fps or more. I easily used to hit 250-300 fps solid. Now I am having micro stutters during intense situations and losing a crap ton of frames. I feel like there might me something wrong. Here are my PC specs:

GPU : Nvidia GeForce GTX 1070
CPU : Intel Core i5 4690k Quad-Core Processor (3.5 Ghz)
Mobo : Asus Z97-A Motherboard
Ram : Corsair Vengeance 16 GB (4 x 4 GB)
HDD : 1TB Western Digital Blue 7200 RPM
SSD: 240 Gig Intel SSD
Case : NZXT S340 Black
OS : Windows 10

Monitor : BenQ XL2411Z Black 24" 144HZ Monitor
Keyboard : Corsair K65 RGB Mechanical Keyboard
Mouse : Zowie EC2-A

I was so desperate that I already whipped out my entire PC. I started from fresh, got my config back, and still have nearly the same frames. I also tried using -high in launch options, tried cl_forcepreload 1 in console, verified game cache, etc. Also, here is information about my video settings in game:

From what i've noticed, since the new sound update in CS:GO. However, when I mentioned this in another post, someone told me this:

"Another thing wth the recent update was the graphics upgrade, that was the biggest hit to fps, personally ive noticed no difference on older maps with the new sounds, only the new maps with new graphics which dropped the fps quite a lot."

Strange, I have the same CPU and GPU combo and I get around 300fps (still lower than it probably should be).

Have you tried the command fps_max to see if its lowered at all?

Needs money for car parts :P

i tried fps_max 300, fps_max 0, fps_max 999, and it doesn't make a difference at all. And yeah I dont hit 300 fps AT ALL. So I have no idea what's going on :(

Very strange, what maps are you testing on?

Activate multicore rendering. There is no reason to have it turned off even for testing. If you want leave everthing the same. But try multicore rendering. It will help.

Yup.  Unless an update REALLY broke the game, you should never have multicore rendering turned off if you actually have more than one core.

I was cruising along at 120-150fps or so, dipping down into the 80's on 1080p max settings, and my computer is pretty potato compared to yours (Phenom II X6 and an RX 470).

Probably would have been higher if I bothered to turn off GameDVR.

SFF-ish:  Ryzen 5 1600X, Asrock AB350M Pro4, 16GB Corsair LPX 3200, Sapphire R9 Fury Nitro -75mV, 512gb Plextor Nvme m.2, 512gb Sandisk SATA m.2, Cryorig H7, stuffed into an Inwin 301 with rgb front panel mod.  LG27UD58.

Aging Workhorse:  Phenom II X6 1090T Black (4GHz #Yolo), 16GB Corsair XMS 1333, RX 470 Red Devil 4gb (Sold for $330 to Cryptominers), HD6850 1gb, Hilariously overkill Asus Crosshair V, 240gb Sandisk SSD Plus, 4TB's worth of mechanical drives, and a bunch of water/glycol.  Coming soon:  Bykski CPU block, whatever cheap Polaris 10 GPU I can get once miners start unloading them.

MintyFreshMedia:  Thinkserver TS130 with i3-3220, 4gb ecc ram, 120GB Toshiba/OCZ SSD booting Linux Mint XFCE, 2TB Hitachi Ultrastar.  In Progress:  3D printed drive mounts, 4 2TB ultrastars in RAID 5.
