Are you talking about hybrid units like this, cause they are basically and AIO just with a fan for cooling the VRM area. If you wanted to get the best performance I would suggest looking into dual AIO rads that are either the 240mm or 280mm rad setups.

Best performance - 280mm (39200mm2) and 360mm (43200m2) AIOs

Best noise levels - Big air coolers like the Deepcool Assassin II

Best efficiency - Big air coolers again

AIO for sure In my opinion though it is debatable.

Performance-Depends on what models(Genrally On Par)

Sound-Depends on Rad Size Cpu and Fans

Efficency-Debatable

That cooler does not deserve a category of its own. You can just buy an AIO and point any amount of airflow at the VRM area through a case fan or similar.
