So my friend has an older pc and were trying to clean install windows.  Were trying to set the boot order via Boot Option #1 > Toshiba (her flash drive) > F10 (save and exit)

However she keeps booting to windows and not windows start up

We go back to BIOs and the changes were reverted

Is there anything we can do from here?

the CMOS battery may be dead so it didnt save the boot option

 

is there the F12 key which you can manually select the boot device?

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
