Basically as long as your fan isn't caked with dust, it's going to produce X dB at Y RPM.

 

You could try to adjust the fan curve so that it doesn't spin up as aggressively, but that's going to mean higher temperatures. It's worth experimenting with it, since there might be room to reduce fan speeds slightly without introducing thermal throttling, but that margin will probably be very thin.

My Athlon ran like 105°C before i cleaned it. After, it ran at 35°C. I mean it has been collecting dust for 5+ years but just try it^^

You could replace the fan or replace the thing entirely with one of these, which i know for sure are very quiet.

The axle of a fan can be filled with dust and other crap. A drop of oil will do wonders. That's how I got a stock coolermaster CPU fan to work for 7 years, 24/7 on.

 

After 7 years, I replaced the single stock cooler of this aftermarket CPU cooler with 2x 80x80mm fans with zip ties. Cools better then when new.
