hello i know the difference between the 2 CPU but im doing a build plan and wondering what would be better for ARMA 3 i will also be doing light game development and modding with some content creation, i also play games like BF1 Squad, looking Doom and maybe overwatch. i figure the 6700k would better suit my needs, but also is the i5 gonna be enough without spending the extra $100 USD.

I'd get the I7 with the future in mind with DX12 and vulkan game are likely going to be able to make more use of the cpu then before.

only get an i7 is you will truly benefit from it. if you will only do some light game development, i'd just save that $100

Content creation and gaming? i7 6700K for sure. Get the best CPU you can afford (just be aware that this idea shouldn't always be applied).
