Requesting 10000 USD pcpartpicker list

As title said , requesting a 10000 USD computer spec list , NO monitor , keyboard , mouse , OS needed .

Case prefer is Corsair 900D

Must support 4K more higher 

At least 64 GB ram 

Will make custom watercool but thats not counted  in the budget here so no cooler needed

I tried to get that GPU but as you said that budget is really tight it just wouldn't work without sacrificing some performance somewhere else
