I7 4790k for Streaming?

I currently sit on a MSI Z97-G45 Mobo, 16 GB Corsair Vengance RAM, MSI gtx 1070 and an I5 4690k OC to 4.2.  I currently have problems with streaming csgo, I either have an awful stream that no one would watch or have a decent looking stream with terrible fps performance in game.  Will upgrading to an I7 4790k fix all my problems or am I missing something obvious.  Also is it really worth spending 500$ to upgrade to ddr4 and skylake?  Not really wanting to spend that much money but dont wanna spend 300 bucks for a cpu that I can only use for a year or so before needing to make the jump.

So what have you done to narrow down that the cpu is the issue? Mine was about 50/50. My Internet and my CPU are limited. Streaming was easier but the internet was limited. I can record but the CPU was limited. 

 

What program, res, and game settings?

probably a mix of both, getting a new cpu won't fix a boring stream, but it could fix performance issues

You don't need much to stream. Your internet (upload) will be the biggest issue.

You try playing with the resolutions and other settings?

You can use a hardware monitoring system and see if your system is the bottleneck

OBS 1024x768 stretched and all low MY upload should be fine at around 12...
