Skyrim Special Edition not utilizing R7 250 Properly??!?

My PC is running a AMD Athlon II X4 630 @ 2.8 Ghz, along with a R7 250 (Cape Verde, 2GB DDR3 Card). I had MSI's hardware monitor on my second monitor, and I noticed that it was stuck at 800 Mhz, considering I oc'ed it to 1070 Mhz, Theres something wrong since the stock frequency is 1000 Mhz. Any Solutions? It's driving me crazy!

Does this occur with any other games? If you have no other games, try using Unigine Heaven or Valley instead.

It could just possibly be this game. I have no idea why It would not hit the clock speed you set unless it just cant.....but them more issues than just this would happen.

It works on Unigine Heaven, and Even Forza Motorsport 6 Apex, which mind you runs at 30fps on Medium. Which is a comfy spot..

What is your GPU usage in Skyrim according to MSI Afterburner?

Actually, only Cities Skylines, and Skyrim SE have this problem, only these two games.

Is the clock speed consistent, or does it fluctuate? Because I think the CPU is bottlenecking the GPU when it comes really CPU intensive in both titles. The fact that it occurs in Skylines as well tells me you have a CPU bottleneck.

Thing is, in both games my CPU usage is lower than the GPU's bottleneck, I was thinking it was the GPU.

Seems like a new CPU is what would fix the issue

I'm pretty sure that the GPU is the bottleneck, the GPU is always with MORE usage.

As it should be gpu should be 100 and CPU should be under 100 in a balanced build

That's what it's like in games like Forza Motorsport Apex, and then Unigine Heaven.

I should also say, in Skyrim Special edition, and Cities : Skylines, the CPU usage has always been lower then the GPU. It's not the CPU that is at fault. I know that for SURE.

cpu should be higer in those games, what are the temps

I fixed Skyrim Special edition from just restarting my PC, not sure about cities skylines.
