i5 6600K not overclocking correctly?

Hi guys, trying to overclock my processor but I'm having some issues. Hoping you can help me out.

Here are my specs:

 

MSI Z170 Pro A

i5 6600K

Hyper 212X Cooler

8GB Hyper X Fury 2400 Mhz RAM

SSD + HDD

Windows 10 (up to date)

 

Okay so here's what I did. Booted into the BIOS, set XMP profile on for RAM, set CPU core ratio to 45, set voltage to 1.30V (I know it may be too low or too high but just set it to get a baseline for stability etc). This should give me an OC of 4.5Ghz.. So, rebooted into Windows and I run Prime 95, (Small FFTs) buuuuuuutt, HWinfo and every other monitor has my CPU running at 3.80 Ghz and not any higher, but occasionally it does jump to the desired frequency? Temps are in the low 60s max so I don't think thermal throttling is an issue.

 

No matter what I try to do I can't get my overclock to stick, I understand that my CPU won't always run at 4.5Ghz due to speed steping, but when running P95 it should though right? I've tried disabling turbo boost, setting multiplier for each core etc. but to no avail.

 

Any help would be appreciated.

Firstly, did you add more voltage to the CPU beyond the 1.30V?

Secondly, where did you find 24GHz RAM?

 

Can you change your power settings to high performance?

Hmm, I've tried this now with and without high performance and it doesn't seem to make a difference unfortunately.

Hahahah oops, corrected that but good shout. I'll try upping the voltage and seeing if that helps. Just thought it was strange it seems to stick at 3.8 for some reason
