I'm looking for a CPU cooler that's really cool 'n quiet. AIO units are super expensive and are louder and less effective if you buy a cheap unit. I have an i5 6600 that I'm bclk overclocking. I'm aiming for a really quiet build. Basically at the max of my budget is the Phanteks PH-TC14PE_BK. I'll spring the extra cash for noise and temps. Shops here don't stock Noctua

How high do you plan to OC on BCLK? My 6600 runs almost passive on my CM Gemins254 V2 so I can't imagine you would need too much more cooling power. Cryorig and Be Quiet would be good approaches.

The dual-fan 212X is a waste of money. The second fan gets you a couple of degrees, hardly worth the large price premium.

 

I'd throw Cryorig out there, and if you can get your hands on anything in the H5 or R1 family, it's well worth the price. Deepcool makes some really nice, really cheap coolers. Their Gammaxx 400 is, imo, the best value cooler out there right now. It's in the 212/H7 class, but cheaper and marginally better performing than both.

 

That said, Phanteks coolers are pretty solid on the whole, and the attached fans are of good quality.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

I currently have the stock cooler for my 6600 in my H440 V2. I want to bclk oc (not crazy amounts). I know the H440 has not-so-great airflow. Would an AIO be noticeably better for the substantial price jump for a half decent one? Also do air coolers actually perform worse in the H440?

 

edit: My focus for his build is to very very quiet.

My 6600k has a small ITX case compatible air cooler on it at the moment and it's clocked to 4.6ghz and has an over volt on it. At full load in my H440 it only reaches 65c-70c which isn't bad on air.

I spend too much on my PC. Then I spend even more on my Sim Rig. Damn, this stuff's expensive.

Right now with stock clocks and a 150mv undervolt I'm only getting about 60-65 on prime95. To do this though the fan has to scream away at 100%

You mention in your first post you are using the stock cooler. The Intel stock cooler is one of the worst if not the worst performing air coolers on the market. I wouldn't recommend mine for your setup but any air cooler from Noctua, Coolermaster, Thermaltake, Scythe, etc will give you better cooling.
