I am trying to build a small ITX storage system, however when I try to boot the cpu/case fans spin up for a few seconds then turn off. I tried the system with just the cpu, ram, and motherboard with the same effect. The system is:

 

mobo: Asus H871-PLUS

cpu: Intel i3-4130T

ram: 4 GB crucial ballistix sport

psu: Seasonic G-360

 

I ran it with another psu, which I know works, and got the same results. I am just verifying that it is indeed the motherboard and not any other component before I RMA it.

Not sure if it will help but try doing a CMOS reset and make sure that the heatsink is in contact with the cpu surface?

I would personally try a different CPU fan, and if it works update the BIOS.  What kind of Cooler is it?

It is the stock intel fan. I dont have another fan that fits the 1150 socket my other rig is 1366.

If it's just for a quick second to make sure it boots you can just connect any heat sink to the fan header, put a little paste on and hold it to the motherboard with your hand while you're grounded.

 

It's no problem for a few seconds.

Hmm, I once had a simillar problem with my stock intel fan.  It only happened once though.  Might be worth trying a different power supply and seeing if that works.  Or trying to secure the connector.  And I'm pretty sure the Cooler master Hyper 212 EVO supports that socket. And Rosewill makes a RCX-Z300 Ball cooler, that looks simillar to the intel cooler, and looks like it has the same mounting proceedure.  So I'd try that. And there are many more Stock intel fan-alike coolers out there that you could try.  So I'd try a third party cooler first.

Interesting... It does do the same thing, it just lasts longer before the cpu fan dies then comes back on.

Did you try taking the CPU out and so on? Reapplying thermal paste? Don't know if you said this already. I'm honestly too lazy too look, and the teacher is coming towards me so I'm gonna send this now. Thankfully I type kinda fast.

I went to a friends house and used his working ram, heatsink, and 1000 W PSU, to no avail, the only things left are the motherboard and cpu, I don't have access to another LGA1150 cpu.
