Budget is $1000 I put this together. http://pcpartpicker.com/list/pmw84C

is there anyway this could be better with my budget and the black and orange color scheme

This will give you probably the most bang for your buck and still stay black and orange. It is also overclockable and the cooler will be plenty enough to handle an OC. http://pcpartpicker.com/list/knP9tJ

I would go with this. I premade this a while ago so you can adjust it for your color theme. Just a tip, don't use a liquid cooler and z170 board for a non overclockable chip.

This one is A LOT better. You don't need a $100 cooler if you won't be able to overclock anyways. Maybe you could get something like a Hyper T4 for better acoustics and lower temps.  Here's what I'd suggest: http://pcpartpicker.com/list/bd33m8
