HELP with pc problem!!!

Hey guys, my friend got a second hand 1TB HDD and after installing the pc is in an on and off loop. 

 

His specs: 

I5 3570K

8GB (4*2GB) RAM

Gigabyte Z68X-UD3H-B3

Aftermarket cpu cooler (6 copper heatpipes)

MSI GTX 760

Cooler master 500W Silent Pro

 

What we've tried:

-Clear Cmos: battery out and shorting CLR_CMOS on the mobo.

-Removed the gpu.

-Removed all sata cables

-Removed all cables from psu

Main gaming pc: Lian-Li Lancool II Mesh Performance - Ryzen 5 5600X - MSI GTX1080Ti Armor - AMD Wraith Spire RGB - ASUS TUF Gaming B550 Plus - Corsair Vengeance RGB PRO 2x8GB 3200MHz - 500GB M.2 (and a few other drives)

 

Gaming laptop: ASUS GL552VW: i7 6700HQ - GTX960M 2GB - 8GB DDR4 2166Mhz RAM - 1TB 7200RPM HDD

Is it overloading the PSU? Is 500W enough?

I suppose you tried booting without the HDD? You really shouldn't be buying HDDs second hand.

Yup I've tried a lot. its now outside the case and working.

So the system POSTs successfully without the HDD installed? Or the HDD is working in another machine?

did you guys completely wipe the hdd after getting it. 

Edit: just to clarify i mean wiping it yourself even if it was already wiped

If the PC is booting without the HDD, it is likely that the HDD has an OS (likely MBR is corrupt) and should be attached AFTER booting to be cleaned through diskpart.

It has been fixed. I still have no clue what the issue could have been.

 

Here's what we've done:

Took pc apart(after testing it a lot), tested it outside the case with OS HDD only (booted into Windows). After that we connected the new HDD and it booted fully into Windows. Then rebuilt it into his case.
