Well if you actually played a game with it open, then there's definitely something holding your system back, be it drivers or something else. It looks like neither your GPU or CPU are actually being used hardly at all.

i have updated the drivers to the latest one.... is their any specific drivers i need? i am really confused. i dont know what software is holding my system back

Just looking on the H&G forums along with the subreddit. It would appear that the game can actually run a lot worse if everything is set to low. Try some reasonable settings (like most things to med-high, not low or ultra) There also appear to be a lot of different fixes you can do by changing the game's config file around to force different settings.

 

A good way of checking if you have problems with your system or just a specific game is to run something like Unigine Heaven for a while and see how your computer performs with that. If everything is smooth in the benchmark, then its a problem with the game itself and looking on forums specific to that game will be much more helpful for you than asking for help here.

 

Also, at the end of the day, if your game is running at 60ish FPS, that's pretty decent and having it running at higher than on a 60Hz monitor wont be very noticeable.

i have tried it on all the settings in heavy combat:

-low 55-60+ fps

-medium 40-50 fps

-high 30+ fps

 

i also tried another game (paladins) and kept the settings on ultra and it is in the high 100++ FPS 

 

so i have come with a conclusion: H&G is poorly optimized
