In order to get Skyrim SE, you need to have Skyrim and all its DLC's (or the Legendary edition), but I don't know if there is a timeframe in which you had to get it.

I believe it was before the new one came out. This pissed me off because I had Skyrim and the good DLC's but never bothered with the hearthfire or whatever the home building one was since it really didn't entice me. I now have to buy SE for full price....such is life

When in doubt, re-format.

It was only before it got released so that's over, now you have to get it as a brand new game and thus not worth it that much imho at least until it goes on sale.

Sure, you can do that. Are you asking if Skyrim + mods is equal to Skyrim SE? It might be with the right mods and settings, but Skyrim SE can be modded too.

 

Not only did it have to be in your Steam library before SE released, you had to have either the Legendary Edition or the original with all of the DLC. I have the original release version of Skyrim + Hearthfire and didn't qualify to get SE for free.
