I can already tell you an AIO is not gonna be more silent than the Dark Rock Pro 3. Why do you want to get it?

Of the two you've said, there really isn't much difference at the end of the day. Fans make a big difference as mentioned.

depends on the fans that you use. terms of performance and quality the v2, its like the h115i but smaller. which I can say my h115i is very quite

Corsair AIOs are famous for having high-speed, loud fans, if you're unsatisfied with their noise levels, grab some aftermarket fans like Fractal Venturi HP-12 or Noctua NF-F12s.

 

Generally for an AIO I recommend grabbing a cheap one and aftermarket fans for it, for that reason. You'll have to research the pump noise on the cheap one though.

It doesn't come with the stock fans, it comes with these. I was thinking about chaing them to silent wings 2/3

It will outperform it, and I can't be too sure about the pump noise because I don't own one, but from videos online it sounds like the spinning of a hard drive, but lower pitched at idle, here's a video by coolingtechnique.

The -i parts support Corsair Link which is their own software for monitoring temps and such, and there's probably a different block / radiator design that affects performance, so I would take the h100i v2 on the basis of it being the newer one.
