CPU running terribly

For roughly 3 to 4 days my PC has been running slow so I ran some stress tests and benchmarks and found that my CPU is running extremely poorly. I do not even know where to begin on how to fix this or even find out what is wrong with it. I am running a intel 5960x at 3 ghz with a msi x99a ack motherboard. Would really appreciate all the help.

What are your PC's specifications? We need to know more.

Also, is your CPU cooler seated properly? If it's not seated properly, or you completely forgot to install it, you should fix this.

At Idle run at around 30-35C under decent load (general gaming) average around 40-50 depending on the game. Never really gets hot because of my cooling loop. How exactly do I test my clock speed under load?

My CPU cooler is 100 percent seated properly.
