What's the overall budget? Does your friend need 32GB of RAM?

Depending on what your friends doing, I doubt hes gonna need 32GB's of memory.

Get an SSD in there.

his budget is 1500-1600 USD and he will be doing streaming and video editing so 32 will be necessary

If he can bump the RAM amount down to 16GB, he could throw a decent SSD into the build.

Get yo-self an SSD, and 32 GB is never necessary with a 4 core processor (sure it'll help, but barely)

ok

I have Noctua's iPPC 3000RPM PWM fans in my PC and they can easily be controlled to around 1500-2500RPM and be barely audible yet deliver great airflow and static pressure. If you want pure silence, I'd go with corsair AF120 quiet edition with the included LNA

I also would personally tell him to check out the new Kraken X62 liquid cooler from NZXT. Try to get him to add an M.2 SSD in the build first and then a hard drive later on. Since he wants silence, I would also change the Zotac AMP GTX 1070 to either an MSI GTX 1070 Gaming X or an AMP Extreme. I would also increase the PSU wattage to lets say a Supernova P2 750(or even a G2) since there's an overclocked I7 and a 1070 in there.

That's still the AMP edition, I'd consider the AMP Extreme
