I have a LEPA aquachanger 240 and it works well for me , is pretty cheep and it mostly silent .

What is there out there? 

The noise of a cooler is determined by the fans mostly. Get whichever one you like(dual rad), as the model really doesn't matter a whole lot, and throw on some noctua nf-f12 or other silent high pressure fans.

You cant get fully silent with any cooler that has moving parts, especially AIOs. If you want quiet, air would be much better. 

Please quote our replys so we get a notification and can reply easily. Never cheap out on a PSU, or I will come to watch the fireworks.

Probably meant "the fans not so much" but depends on what you compare.

So yeah they are silence optimized but they are not optimized for airflow trough radiator (pressure)
