Hey guys, I'm planning on buying a new PC and I want it to be as silent as possible.

Budget? How quiet you can get it will depend on how much you are willing to spend. I would get a Noctua CPU cooler and case fans instead, they are very quiet. If you want ultimate silence, you could look for a fully passive PSU. I wouldn't buy a HDD because of the motor, get a large SSD instead. 

 

Edit: There are also fully passive heatsinks for the CPU you can buy, but you need a big case with good airflow for these to be effective.

I have a Corsair RM1000i and the fan never spins.. no really.. never even seen the fan spin outside of the startup procedure :P 

 

So basically just make sure the PSU have enought Umpf to basically not get warm enough. 7-800W as suggested is probably enought for fanless mode.

As mentioned already, try not to get a hdd as you will be able to hear it. Also, read reviews and get PWM case fans that stay quiet - Noctua and Be Quiet! are two I'd recommend you look at. You need pwm fans to be able to configure their speed. Also, make sure you only get as many as you really need to keep the case cool, don't go overkill (although the size and layout of your case is very relevant here).
