Could be because of the I/O shield pushing the mobo back a bit. A few milimeters is no prob. But be sure that the standoff are in the actuall correct places then for your mobo size (ATX)

If there is a splitter type connection you can use that, because your probably connect that to the CPU fan header on the Asus mobo.

 

So AIO fan headers > Splitter cable, Y cable or wahtever the name they have given it > CPU fan header mobo. Don't forget that the splitter might also have a molex connection for power.

Asume windows 10. So could be updates downloading. What is taskmanager saying about internet usage? And what processes use bandwith?

Have you formatted your hdd and ssd? If they are brand new you wont be able to actually use them until you do that through Computer Management-->Storage-->Disk Management.

Windows 10 updates automatically. So you have no option there if it starts downloading in the background. Also it installs some basic drivers, but for latest you should go to manufactors website for mobo and GPU.

 

Also what about the usage? And have you done speedtest? speedtest.net
