FPS and CPU usage drops in all games randomly

Unfortunately then it would seem as if either your cpu or mobo is to blame for this. If you know someone with an AM3+ board take your cpu to them and see if you get the same issues with their hardware. If you don't know anyone then you can always get a cheap board from asus for around $15 like the m5a78l-usb3 and just return it when you're done testing ;). If you get the same issue then it's your cpu and if you don't then look at sending your mobo back if you can or replacing it with a new one.

Nearly 2 months passed, and I've finally fixed the problem. The motherboard was the problem. MSI sent me a refurbished one and it works fine.

I get these freezes combined with CPU & GPU usage dips in 1 game only - GTA 5 & FiveM
