Fanless PSU's don't have any moving parts, and are mostly good quality, which means they won't buzz either, or make any other sound.

Most modern psus are pretty quiet already.

Other than electronic noise and possible coil whine, fanless psus should definitely be quieter since the fan is usually the main source of noise. 

That being said, your system is only as quiet as your loudest component and how much cooling a psu might need will depend on how much power you are going to draw.

im just looking around for parts rn and i may not build it soon but like yeah heres the part picker list:

If you're planning a new system, you should do it as a whole instead of just looking for a psu.

Moved to New Builds and Planning.

 

Most modern psus are already quieter than the SP120 LED in the parts list and there's little point in running a fanless psu unless you're already running the quietest case fans available.

Gaming, Hw, Video Streaming, I might change the GPU to a 1050 so that i Can do things like video render but rn thats what I have xD

You can do much better than that awful SSD. You also don't need an aftermarket CPU cooler for a locked i5 as the stock one will be cool and quiet enough for that.

What do you mean by video streaming? Do you mean livestreaming your gameplay or just watching videos?

You mention in the OP that you're looking for a relatively quiet system. 

What does that mean? Are you looking for a system that's practically inaudible or just quiet? If it's the latter, the system could be cheaper or better within the same price range.

I dont really need a super powerful computer. Im thinking about Changing the GPU to a 1050 just to make it cheaper.Also using the Phanteks Eclipse P400S so its silent and cheaper than the Silent base 600

That wasn't what I was asking.. you might want to reread my post.

All cases are inherently silent and don't make any noise. If you're referring to the case fans, the PW2's that come with the Silent Base 600 are much quieter than the stock fan that comes with the P400S.

The PW2's would be used for front intake and top/rear exhaust. Power them using a chain of molex fan adapters with the pins flipped for a 5v signal. Remove the stock case fans.

Why is that PSU so FREAKING expensive. Im gonna build a pc with a €50 psu.

First of all you can't get a decent PSU for the 50 you plan to spend. Second, fanless PSUs are made very, very well as they need to be able to withstand very high temperatures seeing as they don't have a fan.

Its in your list at tier 4, xD Cooler Master GM (I think I only need 450watt)

The Corsair RM550x is a very quiet unit. As with most modern quality psu it ramps fan speed from idle as needed. 

 

A good site for comparing psu data is us.hardware.info. Their psu tests list noise @ 10cm for 100W, 300W, and 500W draws. Interestingly, the site suggests that the RM550x is at least as quiet as the Seasonic Platinum Series Fanless 520W (SS-520FL).

 

A complaint with fanless psu is coil whine. I suspect such noise is noticeable by the ultra sensitive only when the rest of the system is silent.

 

Fanless psu must be mounted with their exhaust grill on "top". This means that cases with bottom mounted psu will exhaust psu heat into the case. Thus adding to the internal heat load. Few top mount psu cases have a vent on top.

80+ ratings certify electrical efficiency. Not quality.
