Downloading issues - Need help!

Hi, so I recently upgraded my hardware and reinstalled Windows but an issue I came across is that I can't seem to download things from my browsers. What I find weird about this is that other things work fine (i.e. playing games, browsing, watching videos etc.). When I did a speedtest it shows 8mbps down but when I try downloading something, it initially downloads at like 400kbps but then it goes down to 0bps. Even windows update won't download the updates and stays at 0%. Tried connecting with cable also same results. Steam download works fine (but slow) and torrents works perfectly fine. Thinking it was a browser issue, tried Firefox, IE as well and same thing.

If you need to know, my specs are as follows:

 

CPU: i7-6700K [from i5-3470]
MOBO: MSI z170 Carbon Gaming Pro [from Gigabyte GA-B75M-D3H]
GPU: Asus Nvidia GTX660
RAM: Corsair 4x8GB DDR4 (16GB usable cause using win7 :/)
Storage: 120gb Kingston V300 SSD, 1TB WD Blue, 5TB WD Black
OS: Windows 7 Home Premium

WIFI dongle: TP Link WN722N 

 

I don't really know what can be the cause for this because before I changed the hardware, it was perfectly fine, so I doubt that the USB Wifi is the issue. Can't be the internet issue because my laptop and my friend's is working fine. I'm really at a lost and I'd appreciate any help I can get, thanks!

Maybe it's an issue with the drive you are saving it to? Try downloading to a USB stick and see if that works any better.
