It does technically have a web gui but from my experience with the 2800 and 3800 series it is nothing more then a text box where you can enter commands. Also it is not enabled by default and requires other things to be configured before you can even access it or login.

When you buy used stuff like this from ebay you'll generally be shipped a box that either has no configuration or a configuration from whoever let them put it up for sale in the first place. What this means is that either way you need a console cable and USB to console cable adapter to access the box and either password recover it or configure it to a state where you can get to the GUI.

 

If you aren't familiar with Cisco routers at all, I would highly advise against getting one. Or at the very least going for a small business class one which does have a good functional GUI you can use out of the box.

Is their any tutorials? that you could suggestion just in case I need it? Also I am very familiar with command line. How do you access it if the web gui is not enabled?

Get the EdgeRouter. It's not by cisco, but it is still a very good router. It has a pretty god web interface, and doesn't cost much.

If you are "very familiar" with cisco ios then you would not have needed to post your question here, google will do all the work for you. I think a part of the running config also hints to it seeing as I have come across "no ip http" more then one time, and that should give you a big enough of a hint to be able to figure it out yourself.
