Ideally you want it the other way around, this means that your cpu isn't allowing the gpu to run at its full potential.

i havent played BF1 but in Bf4 and BF3 my phenom 1090t wouldnt even bottleneck my 770
perhaps this new game is very heavy on the cpu

It is pretty heavy on the cpu, in the beta with an FX-6300 at 4.192 ghz, cpu usage stayed in the 80% range with an R7 360 on medium settings.

I think its because BF1 is one of the first games to be able to use more than 4 cores and it likes having more cores and threads, perhaps a 6 core 12 thread CPU would be a better one to run it. but still even a 4 core 4 thread i5 would suffice, an i7 would be nice and a 6 core i7 would be even better.

You mean you have framedrops. Please stop calling framedrops latency. And how is that possible when you're at 70%. It means you have a GPU overhead, you should be able to improve the graphical settings a bit.

Even an overclocked Skylake 6600k has trouble running a 970 at 99%  in all scenes, just make sure your resolution scale is at 42% , DX11 Mode only and close as many background applications as possible. Also you never mentioned your FPS? What tools are you using to monitor gpu usage if it's MSI afterburner make sure you are looking at the right thing because their are multiple percentage values that people often mix up.

im an idiot... i had a download going on in  the background.. that might be why my cpu usage is high?

Overclock, or a better cpu.

Antiviruses can usa a lot of cpu power.

IDK what my CPU usage is, but my 4790k @ 4.5 and GTX 1080 runs this game at ULTRA 3440x1440 locked at 100fps

I had the same problems this morning when I purchased it. The game was sitting at about 60fps 100% CPU usage (i5 6600k) and my 980ti was about 60% maybe? I don't really remember what it was exactly at tho. I just remember seeing it sit ad 900-ish mhz and thought that it was very odd. Went into settings and seen Geforce Experience automatically enabled Vertical Sync.

 

Disabled that and everything is back to normal.
