Dx12 doesn't affect whether or not the cores are used it is up to the devs, most games already will use 4 threads.

 

Really need a budget though, You can get a 4k display and SLI 1080s in a laptop if you have the money.

didn't linus make a video about how the dx12 and vulkan improve utilization of the cores in a cpu compared to older versions

My cpu has 2 cores and I use them all.
