Should have no problem getting at least 50+ fps on high settings.   Its really poorly developed as im sure you know and needs agood cpu more than anything.  The 6700k is perfect

Can you spring for the i5-6500 non-K?

 

Arma is poorly coded with many GPU-efficient calls being made to the CPU, but it should do fine.

there is no 6500K the only unlocked Skylake i5 is the 6600K

I placed the "non-K" just in case. Better to be safe than sorry. I'd do the same with i3's and T-series CPU's.

Yes. Skylake K-series don't come with heatsinks but the non-K's have heatsinks.

@masterkickass7 I would also invest in a better SSD around the 240GB range. A-Data SP550, Samsung 850 EVO, Crucial MX300, and SanDisk SSD PLUS are good choices.
